Frank and Donna McDowell are supporting scholarships for students who have financial need but do not otherwise qualify for government aid. Their goal is to provide students “the right help at the right time and make a big difference in their life,” Frank McDowell said.
Some programs help students succeed by providing money. Others offer individual attention.
